A fake phone number is a fictional number that looks valid but sits in a range no carrier assigns to customers. In the United States and Canada that range is 555-0100 through 555-0199, available inside any area code. The UK regulator Ofcom and the Australian regulator ACMA publish similar drama ranges for their own formats.
Random digits are a different thing. A string that only follows the US pattern of a 3-digit area code plus 7 digits can match a working line, and its owner gets the calls. Only a number from a reserved block is fake in the safe sense of the word.
Each country reserves its own fictional block, so a fake phone number should match the country your form, script or mockup shows. The table lists the published ranges the generator draws from, with one example in international format.
Outside these blocks, a 555 phone number can be real. In many North American area codes 555-1212 still reaches directory assistance, and the rest of the 555 exchange was opened for genuine assignment, so it makes a poor fake number.

The fake phone number generator fills only the digits that a reserved range leaves open and keeps the fixed part intact. For a North American result, only the last two digits after 555-01 can change, and that reservation holds in every area code.
A fake UK or Australian phone number follows the same rule inside the Ofcom and ACMA blocks. Nothing is looked up, rented or activated. You get a plain-text number, ready to paste into a form field, a spreadsheet cell or a screenplay draft.
No, a fake phone number cannot receive SMS, calls or verification codes, because no carrier routes traffic to the reserved blocks. A sign-up form may accept the digits, yet the code it sends has nowhere to land.

Format checkers do not catch this. Libraries such as Google's libphonenumber confirm that a number is well formed for its country, yet a passing result says nothing about who holds it. A reserved fictional range gives you a real-looking phone number that regulators keep unassigned.
Fake phone numbers are used wherever a number must appear on screen or in data without reaching anyone. Film and TV scripts are the oldest case, since a number shown on a billboard or spoken aloud invites viewers to dial it. Ofcom set up its drama ranges for that reason.
Get the most out of a fake phone number by matching its country to the story or market you are showing. A London scene reads better with 020 7946 than with a US 555 number, and a demo for Sydney users looks right with (02) 5550.
Store generated numbers in E.164, the international format that starts with a plus sign and the country code, such as +12125550142. Many SMS APIs and CRM imports expect that form, so your test data behaves like production data. Label the column as fictional so nobody later mistakes it for customer data.
Never use a generated number to sign up for a service, to answer a stranger or to hide who you are. Services that ask for a phone number usually send a code, and a fictional block cannot pass that step anyway.
Yes, printing or testing with a fictional phone number is legal, since the reserved ranges exist for that purpose. Trouble starts when any number is used to mislead people or to break a service's rules.
In the United States, the Truth in Caller ID Act bans spoofing caller ID with intent to defraud, cause harm or wrongly obtain anything of value.
